Water Diplomacy,Peace, and Natural Resources

Are tremendous water resources of Afghanistan one of the reasons for the current conflicts, terrorism and instability in the country as a result of no water diplomacy and as well as neighboring countries intervention

Is water a property right or human right

Is maximization of economic utility more important than environmental sustainability

How much water do people actually need, and should we adjust our ways of living to reduce the overall demand

The overall amount of water hasn’t changed since the dinosaurs’ age; the water related problems mostly grow out of improper water management, stakeholders’ high demand and intervention, and as well as overpopulation

Many water related conflicts are, in fact, framed in terms of actors ( individuals, communities, businesses, NGOs, states/provinces and countries) competing to protect their own, often conflicting, economic and political interests

Water problems are complex; complex problems are not fully knowable because there are too many variables and because they interact in unpredictable ways. Complex problems are neither predictable nor controllable. The links, interactions, and feedback among natural, societal, and political variables make it difficult to characterize and resolve complex water problems

Water resources might be more effectively managed if we understood more about the interaction of feedback among components of the relevant natural, societal, and political systems within the networks of water. It is in the context of networks that a new approach is proposed to water management – – it is called the Water Diplomacy Framework (WDF)

Water conflicts grow as the number of competing stakeholders and their needs increase. Pertinently, improper management of water could stunt economic growth

Water networks are mainly comprised of three domains namely, natural, societal, and political domains. Within the natural domain, the interplay among the three important variables–water quantity (Q), water quality (P), and ecosystems (E)— can lead to conflict. Within the societal domain, there are equally complex interdependencies and feedback among social and cultural norm (V) assets including economic and human resources (C), and governance institutions (G). Water networks management requires a synthetic study of natural, societal, and political domains and their interactions

Water is a scarce resource, and competing demands over the fixed availability will lead to conflict. Water networks are made up of societal and natural elements that cross boundaries and change constantly in unpredictable ways within a political context. All stakeholders need to be involved at every decision making step including problem framing; heavy investments in experimentation and monitoring are keys to adaptive management; the process of collaborative problem solving needs to be professionally facilitated. Stakeholder assessment, joint fact finding, scenario planning and mediated problem solving are the key analytic tools. The Mutual Gains Approach, multiparty negotiation keyed to coalitional behavior, mediation as informal problem solving vital to effectively negotiation are the negotiation theories

A dominant assumption in water management has been that the allocation of common-pool resources or public goods is always a win-lose situation. More powerful actors ” win ” and gain control of resources, less powerful parties ” lose ” and only have access to water if more powerful nations, groups, water owners or others permit it. This may be a good reasoning that the peace in Afghanistan has strong interlinkages with water resources and other natural resources in the country

To summarize: water conflicts occur when natural, societal, and political forces interact. Together, these interactions generate what we call it water networks. As population growth, economic development, and #climate_change impose pressure on finite water resources, interventions at critical nodes and links of these networks will become increasingly important. Science alone is not sufficient to resolve disputes within the networks. Nor is policy making that does not take science into account likely to yield sustainable solutions. Rather, sustainable solutions are most likely to be found through a negotiated and joint problem solving

Last but not the least, my personal reflection is that Afghanistan needs water diplomacy specialists, a strong and applicable water diplomacy, and as well as a strong government in order to make sustainable use of its natural resources for its economic growth and prosperity
